With 2 by 4 sleepers, attach them to the floor (end to end) in lines of mastic. After which, start nail the plywood to the prepared sleeper surfaces. Put on the carpet pads, next the carpet, and then check the steel posts. Those ugly concrete-filled steel posts must be out of sight. One way of hiding them is to box them in. Remember safety when renovating your basement.
Assuming you want a space heater there, choose a model that has safety mechanisms in it. An automatic shutoff is a good feature of a useful heater. This is particularly true if you intend to turn the basement into a storage room (meaning, a place you would go regularly to check your supplies but not on an everyday basis).
